A routine is a sequence, not a shopping list. The order matters - cleanse, tone, treat, moisturise, protect - and so does restraint: two actives used consistently will out-perform six used erratically.
Answer for the concern that bothers you most rather than every concern you have, and the finder will build a sequence around it from the range. You can always add a second concern later once the first routine is settled.
Two rules worth keeping whatever it suggests: introduce one new active at a time, so you can tell what is working; and wear SPF daily if your routine includes acids, retinoids or brighteners - they make skin more sun-sensitive, and daylight will undo brightening progress faster than the routine builds it.
